Can I ask why have moderators if blatant harassment doesn't get dealt with?

So you know it's not a waste of time I'm 13/13 HC tier 11 (10 man) and 4/7 HC tier 12 (10 man aswell) and I have ilvl 375 (since you want 370 minimum).
