Of all time? thats a toughy I'd have to really think back on that.
But of WoW? The LK with out a doubt. That IMO was the best story line they've did with WoW. Yeah leveling you saw him literally every couple of quests. And it seemed he was just blowing off you disrupting his plans. But when it came down to it, it was all a test, every step you took, was on his path. You leveled up, to be what he wanted. Epic, simply epic.

Why?
Well she is trying to destroy the whole universe not just one planet like some of these villains that people mention.
She is responsible for the death of millions of people if not billions of people.

Another Final Fantasy Villain who deserves a mention would be Kuja, he also destroys a planet and sees no point in life and sees it as a performing act where we are all pawns. He's pretty much like kefka except he's a flamboyant and cross-dressing dude :P
