Alysrazor, and the Blazing Power buff

A guildie and I are in the middle of theorycrafting a new, interesting way to dish out massive amounts of damage with Blazing Power in a way that doesn't get done, and hasn't been tried from what I know.

What we need to know is how the additional haste is applied.

For instance, is one stack of Blazing Power (8% haste) worth 8% EFFECTIVE haste, as in ~1248 haste rating
Or is this a % increase in the player's existing haste rating?

I'm pretty sure its effective haste, meaning you have 200%+whatever % you had before at 25 stacks.
