My neighbor left his garage door open. Is it okay for me to walk into his garage and snoop and use his lawnmower without asking?
NO!
The Internet is not a free for all. Just because it's connected to a public network doesn't mean you have legal access to it. My neighbor's yard is connected to the public street but I can't walk onto his property and do whatever I want.
