The hard way, under the Keybindings tab. Bottom bar is 'Action Bar' Top bar is 'BottomLeft Action Bar' the 6 buttons to the left and right of the top and bottom bar are 'Right ActionBar2' when you go to keybind those 6 buttons go right down the list you'll see how it works.
