    if it isnt the jumper settings, make sure you have the correct connection cables; my friend had the same with his system, and i found out that he was using wrong cables connecting his PSU with the graphic card...

    try to connect nothing but the MOBO first, to see if it will start (with ofcourse processor & memory bank inserted; unplug the HD & graphic's card to see if it will start - check MOBO led's + CPU fan to see if its running)

    I think I see what your problem is.

    Do you have the golden screws attached underneath your motherboard? (those same screws that came with your motherboard or case)

    Are you sure the RAM sticks are in the right slots?

    Don't play with jumpers without looking in your mobo's manual first.

    Also, is it a modular PSU? Mine wouldn't start one time because one of the wires was faulty

    Oh.. those jumpers.. I thought you were talking about voltage jumpers. But yeah, your power button on your case might not be properly connected. Try turning on your computer with the power button on the motherboard.

    The jumper is a small plastic 'mini lego piece' that usually allows for 2 to 3 small metal legs to be pushed through it. Kinda hard to describe but it's definitely not what you mentioned. Usually to reset the BIOS you would remove the battery for 10 seconds or so and move the jumper from pins 1 and 2, to 3 and 4. etc; etc;

    Where I come from, the power button connection is a "jumper" - call me weird, I suppose.

    Definitely agreeing with the unplugging a few things, seeing if it boots etc; if anything make sure the PSU on the back is switched on. Some people forget about that. Remove one of the ram chips and try and boot with just one, if that doesnt work swap it and try the other. Basicially adding one thing at a time to find out what's going on. Make sure your PSU is plugged in to the mobo. Most if not all mobos have a green light lit if it is receiving power.

    That might be what you call it from your own thoughts which is cool, but for the sake of someone new to building and having a problem who would most likely be referring to their manual etc; Jumpers in there would take about what I mentioned not what you're mentioning. Either way, good advice you gave.
