A Wish Eevee is an Eevee which has learned the move Wish (cast on turn 1, restore 50% of the user's health on the present pokemon at the end of round 2). For eevee to learn this move it needs to be chainbred with other pokemon to finally have it. More specifically, you need to breed a male Togetic which knows Wish with a female Skitty. Then get a male Skitty who knows wish (since it's an egg move for skitty too) and breed it with a female eevee.
