Though if you just want to tear up from anything:
I'm an absolute sucker for pet stuff
(contains some language)
Big Fish. The ending was both happy and sad. You'll probably tear up.
Dear Zachary is crazy sad.. it's a documentary made by a guy for his best friend's son. His best friend died before the kid was born, but I won't spoil any more than that. It's on netflix instant queue if you are into that type of thing.
The Notebook, Ghost, We Were Soldiers, American History X, Road to Perdition, OH MY GOD - The Pursuit of Happiness. I just bawl on that one.
Thats all well and good for you, but others may feel differently.
Especially considering Empire rates it in the top 10 most depressing movies ever made.

Pay it forward

And no damns were given." - Calon, MMO-Champion (source)
I am very surprised it took till page 3 for someone to mention Pursuit of Happiness.
Anyway, I totally agree with Up.
American History X also shreds me to bits whenever I see it, so I will second that also.
I personally find the beginning of The Crow very, very sad.
Walk the Line is at points a tear jerker, maybe if you like Cash you could watch that?
Hachiko was the first movie to make me tear up followed by Marley and Me.
House of Sand and Fog
Marley and Me and Hachi. Generally, anything to do with animals gets me a bit emotional. Up and Toy Story 3 and all this Armageddon crap has no effect. Screw humans, go nuts killing them but don't touch my dog!
If you have netflix, I watched a movie called Illégal for a films class not long ago and it was pretty heartwrenching. It's subtitled though, if you mind that type of thing.
