They need to have the same (or near the same) power level to fuse. Gogeta is far more powerful than Gotenks. Even if he did lower his powe level to that of Gotenk;d, I don't see the point. SSJ4 Gogeta (even SSJ Gogeta) is insanely powerful. Originally Posted by Immitis

And then there's also the question of whether two people that are a result of a fusion dance can then fuse as well. I have no doubts that a potara person would be able to fusion dance, since their fusion is permanent and creates a whole new person, but I have my doubts about two fusion dances.
