Why does this judgement macro work with seal of righteousness but not with seal of insight?

/startattack
/targetlasttarget
With righteousness it changes back to the last target but with insight it doesnt. Why?

Like Smite, Judgement of Insight for some reason does not alllow auto-targetting from /assist, /target, /targetrandom etc.
