if he pays rent, who cares then.
If you don't want him playing your PS3, then tell him not to.
If you want him to clean up, tell him not to.
If he's not paying the rent, change the locks. I don't see a big problem here. Just talk to the guy, or lock him out. If he's paying rent though, well that's your problem. You're gonna have to move yourself.

Talk to landlord(re: disrespect to neighbours, not paying/doing any chores) if that fails, get the warrant and hope that he gets re-arrested.
