Just curious if the Reinstall windows option where it requires the disk is basically the same thing as a wipe and then reinstall?

Umm....

You have the option of deleting and reformating your drive partitions during the install... or you have the option of just overwritting the windows file and "keeping" all the data on your drive except the OS.
