It's actually a level 27 skill, but yea, since 13 is the limit, you're out of luck there.

I'm not in beta from what I've heard only the first act is available for testing at this time.

strafe with crimson rune (throwing granades). so the original strafe is probably the same animation but without the jumping fireballs.
