Blizzard has stated the protoss expansion, as of now, is "Legacy of the Viod", but it's perhaps not a final name(Just as Heart of the Swarm wasn't the set in stone final name)

It was Blizzard Dota, a custom map for SC2.
It would be(Unless I'm wrong) free.

Heart of the Swarm is the zerg expansion, not the toss one. Unless they've changed it since I last cared to look, which was when I found out that SC2 wasn't going to have all 3 races singleplayer campaigns included :[.

If I had to guess I'd say it's some sort of card game, like WoW TCG.
It could also very well be a book/graphic novel about the starcraft universe (it does have a fitting name).
It might be a launch of a new website containing starcraft info and replays. The possibilites are endless.
