Do Fire Mages cast Fire Blast by itself with a heating up proc?

Outside of Combustion, if a Fire Mage has Heating Up and isn't casting a spell, will he cast Fire Blast into an instant Pyroblast or should he cast a spell first and Fire Blast at the end of that spell?

Fire Blast should always be cast within the cast time or GCD incurred by another spell. So you are going to cast another spell (typically Fireball/Scorch), hit Fire Blast during the cast time to proc Hot Streak, and fire off the resulting instant Pyro right after the previous cast finishes.

Is the same true when inside Combustion or Rune of Power?

You should basically never hardcast in Combustion, so no, in combustion you're mostly just going Fire Blast -> Pyro -> Fire Blast -> Pyro. Some exclusions apply, but they're complicated and you'd be better served reading the sections about it in the Wowhead and/or Icy-Veins guides for Fire.

RoP has the same rules as your normal rotation.

DURING the spell, not at the end. But absolutely. Pressing Fire Blast while in the middle of a Fireball cast is the foundations of Fire Mage.
You have 3 charges of FB, with a 9.5 sec CD. So you'll get all 3 of your charges back after 29 seconds. Combustion is (baseline) a 2min CD. You'd be wasting a ton of Fire Blast charges.

You want to make sure you have at least one (ideally all) of your Fire Blast and Pheonix Flame charges when Combustion is off CD.

You should be weaving Phoenix's Flames too. So it'll be more Pyro -> FB -> Pyro -> PF -> Pyro -> FB -> Pyro -> PF

But yeah, there are some exclusions. Pyroclasm + Sun Kings Blessing is worth hard-casting Pyroblast during Combustion. As a beginner Mage though, I wouldn't worry about it. Hell, not even sure if I'd recommend a beginner mage speccing into SKB. SKB is also hard to track without an addon like Tell Me When or WeakAuras.

That was the Shadowlands recommendation, but is no longer the best use, you should hold as many PF charges as you can because of the 2% mastery boost.

Well yeah. Since Fire Blast is off the GCD and usable while casting other spells it should never be done completely on its own. Either during a cast, or during the GCD of another spell. In RoP/Combustion you are going to be doing basically all instant cast spells, so Fire Blast just gets weaved in when you have heating up

I read that you use PF charges in the last 10 seconds of Combustion, so you get the best of both worlds.

Yup, that's basically it. You hold the charges for as long as you can, but don't hold them if you're out of other instant casts to use.

I'm mostly sure phoenix, fireball and Pyro all fly the same speed
"Law and Order", lots of places have had that, Russia, North Korea, Saddam's Iraq.
