Mad World by Gary Jules. It was featured in the movie Donnie Darko (which is a movie that I highly recommend to anyone who hasn't seen it)

On a related note, Aion has some amazing tracks, Still, Sad World is one of them.
Placebo also has haunting tracks capturing that dysfunctional feel so if you're into that sort of music, check them out.
This song, My Skin is absolutely brutal - sounds sad, and deals with very painful subject matter.
Loreena McKenitt's Dante's Prayer sounds somewhat bittersweet, but there is always that sad theme dominating underneath... possibly because she wrote the song for her deceased love -- and makes it sadder for me still to know that she has never married or been with anyone else after his death.

Mm, for me it's this song, in both versions.. Just cries whenever hear it, it's from an anime I watched.. But that song just.. gives me chills really.

Edit: Another song that makes me sad is "The Fray - Over my head (Cable Car)" then again it's probably just cause it's got a bit of personal memory for me :x
