Pick up today's quest The Final Toy from Alyx at the Celebration Pavilion.
Speak with Maru to kick off the final quest The Toy Thief and choose the dialogue option "I think the culprit is a dog."
Head to Ohn'ahra's Roost to collect the Chew Toy.

Start by picking up the Sun-Baked Ransom Note from the Bulletin Board near Alyx, then head east toward the South Seas. Dive into the water at the coordinates below and enter the building on the right. You'll find the Waterlogged Celebration Crate on the upper level of the building.
