What's in Patch 4.0.3a
Sammew posted an interesting list of the features you should and should not expect in Patch 4.0.3a on the official forums. Zarhym also jumped in, and announced a 20% reduction to the XP required to gain levels from 71 to 80.

What is not in:
  • Creating worgen/goblin characters
  • Worgen/Goblin start zones
  • Archeology
  • Professions past 450 (Illustrious Grand Master)
  • Guild leveling
  • Guild achievements
  • Eastern Kingdoms/Kalimdor flight
  • New Zones (80+)

What is in:
  • Portals in Dalaran/Shattrath Removed
  • Class trainers in Dalaran where portals once were
  • New race-class combinations (excluding worgen/goblin)
  • New Gnome/Troll starting areas
  • Changes to existing zones
  • New cata load screens
  • New cata intro cinematic
  • New cata login screen
  • New music
  • City Quartermasters, with rep tabards
  • Bug fixes
  • Class balancing
  • Druids, paladins, priests, and shaman will have their talent trees reset
  • Experience required to gain levels 71 through 80 is being reduced by 20%
  • New tamable hunter pets (Monkey, fox, dog, and beetle, as well as new skins for existing pet classes.)

Horn of Winter
The behavior you're describing is the result of a bug which will be fixed in the next patch prior to the release of Cataclysm. You will again be able to toot your own horn to gain runic power, you just won't get the Attack Power benefit if a similar buff is already present. (Source)

    Dont think that XP nerf is really needed. I leveled my last char with max rested and 2 heirlooms pretty fast. I was 80 in Grizzly Hills already (did Howling Fjord).
    But i guess its fine to make it as easy as the previous leveling ranges.

    Sure it does. It takes the time between the Shattering and the Cataclysm release for the faction leaders to decide that the ground is just far too treacherous and different for their warriors to traverse on foot. So that's when they allow the heroes of Azeroth the ability to purchase flight licenses.

    On a more technical note, the only way to reach most of the new 80+ zones is to be ported in or to fly over something to get there. The exceptions being Uldum, which there'll probably be a door in the way, and I think the Twilight Highlands, which will probably have a barricade.

    I got a druid which is funny cause its my second favorite class. My main (alliance side) is a hunter, horde side is a Druid.

    I really hope 4.0.3a is not until the 30th.

    The removal of portals in Dalaran is going to be a big pain-in-the-butt since we'll still be engaged in Northrend activies. It makes more sense once we're all back in Azeroth doing the 81-85 zones. Then again, if Dalaran gains an AH then I guess there isn't too much reason to go back to old world capitols just yet.

    I didnt see this mentioned anywhere, but... Will we get to obtain the Master Riding skill to allow us to fly everywhere in this patch? Anyone know?

    As far as I could tell, they only said they added class trainers. No mention of Auction House unless I missed it and need new glasses.

    Look at Boub's post (ya know, the one you had to scroll past to post that comment). Right at the top it tells you exactly what is and is not in the patch.

    And no, Master Riding Skill is only available to those who have purchased Cataclysm, after it has launched.

    To clarify, the Master Riding Skill is the boost to 310% speed on your flying mounts. It's available now from trainers for 5000g (but there are reputation discounts). The Flight Master's License (to allow flying in old Azeroth) will not be available until the actual expansion (i.e. not 4.0.3a/the Shattering). It'll cost 250g.

    Bloody typical, 20% less XP needed for 71-80.... got 7 x 80's already, working on my 8th, and now they throw this in.... It's like when I bought 7 flying mounts at 800g and the dropped the price to 200g. Argh.

    So we will all have to congregate in Lagaran. :-(.

    Please can they speed up the freaking boat service to Northrend then. Or get those runt gnomes to build an IF > SW style tunnel. It seems the pesky sailors have been on strike for the entire xpac making one journey every 10 minutes!

    The Destiny test came back as a Warrior of course - that's been my main since '06. I chuckled at the Double rainbow reference, a coworker showed me the video the other day.
