I sadly think that the 2nd makes more sense.
Like the dev team were told to prepare things for blizzcon and then got told, that there would not be space for them afterall, so they release now instead.
My take on it- Since they know Heroes community is small and there will be a lot of other announced projects taking center stage (WoW expansion reveal, possible Diablo 4) and they want to build some hype before those big names drop.

Blizzcon schedule went up. Heroes has one panel this year.
Last year Blizzcon they announced a completely made up character. I think Deathwing deserves that sort of treatment.
Yeah, but a month later they killed HotS esports and put the game in maintenance mode, more or less. It's not dead, exactly, but it's no longer a part of Blizzard's marketing strategy.
