knowing the brand and the model of the PSU will help leagues.
The CPU is top of the line gaming.
The GPU is a generation old but amazing at what it does.
What will you be using the rig for?

And that price seems about right, actually a good deal if it comes with Windows installed and a key.

This, but GPU could be bit better with these components imo, so try to drop the price abit if possible.

How is that not a good price?
The GPU is roughly $225, the CPU the same... That's already $500. Add in an ssd for another $175, you're now at $675. Motherboard, power supply, case, ram, and mechanical hard drive make this well worth it assuming everything works.

The GTX 470 is about equal in performance to a 560 Ti, perhaps slightly behind it, so it is a good mid-range GPU even today capable of running most games at high/ultra settings. The i5 2500k is as mentioned a very good gaming CPU and arguably the best on the market today factoring in price to performance.

$850 for the computer you linked seems like a really good deal actually. There are some things to watch out for though:
    - SSDs have been infamous for causing BSOD for several reasons. They are fairly new on the market, and some are riddled with faults. Most have received firmware updates to accumulate for the issues, but be wary. Ask him what model it is and what firmware it's using.
    - The PSU might be a "no-brand", unreliable, PSU. Ask what maker and model it is and check reviews. You don't want a crappy PSU in a rig of this seemingly high value.
    - Motherboard maker and model. Albeit a doubt the board is faulty and unreliable, it doesn't hurt to check that up as well.
    - Windows included? Legit version?
    - Check what model the HDD is. Is it a 5400RPM drive?

Just for reference, for a bit more than the suggested $850, brand new (including a SSD) this is what you could buy:
    From: Budget Gaming 700
    MoBo: MSI P67S-C43$99.99
    CPU: Intel i5 2500k$219.99
    RAM: G.Skill 1600MHz Ripjaws 2x2GB$29.99
    GPU: Sapphire Radeon 6870$164.99
    SSD: Crucial M4 120GB$199.99
    HDD: WD Caviar Blue 500GB$99.99
    PSU: XFX ProSeries 450W$58.99 Review
    Case: Xigmatek Asgard II$39.99 Review
    --------------------------------------------------
    Estimated Total Price – $914

Strong budget gaming build that can tackle
most newer games. Has a fairly nice upgrade
    path as well.
Speaking strictly performance, it isn't far from what you linked. Windows is not included however, and it is ~$60 more. The Radeon 6870 is about equal to a 560 Ti (95%) so roughly the performance of a GTX 470. New cards are on the horizon though.
