Where do I learn this and how much does it cost? I tried to google it to no avail

Not even sure if its available in the beta?

In the headquarters (i.e. Divinity's Reach etc) via the Trainer

Not in there and the trainer only allows me to remove my traits

Go to the trainer in shaemoor, he's in a bar that is where you learn to do it. Your profession trainer only resets your traits.

they sell u a book for 10p and from then u can learn ur traits.
