Just bought the mop digital version, When will I be able to start downloading it?

It will download in the background while you play. Just make sure your background downloader is enabled.

How do i enable it?
have no such option in the launcher nor any backgrounddownloader.exe

If you got patch 5.0.5 installed, you're done, there is no extra download just because you upgraded your account.
