Only thing I can really think of is that he is slightly over the hit cap and should have +int on the shield. Anything I have missed?

Wrists should have Int enchant instead of mastery, and the shield enchant, but otherwise, the only thing to do is to reforge a bit better. Reforgelite should help with that.

Since the Intellect to bracers enchant is still pretty expensive, Mastery is an acceptable substitute til the price comes down, especially considering that he hasn't started raids yet.

since he is over hit cap i dont see why he have reforged mastery from cloak to haste instead of reforging the hit to haste.

Edit: after looking more closesly there should be no problem to optimize the hit better than what he have done.
