Everyone across the board was marked as ineligible for loot despite it being their first kill. Had a bunch of people from other realms confirm it was bugged.

Seems to be sporadic. I joined a group in progress on Amber Shaper, It said I was ineligible to recieve my bag from him, but i used a coin and got gold normally. Then when we killed Empress I got loot (a bag of course....) as normal and used a coin (gold) and had no issues. So it seems to be a sporadic issue. About half the raid claimed to get the bug on amber shaper, 0 said they got it on empress.

its just the second boss with the bug, happened to me at least. Wasnt downed at all and it still says im ineligible for loot
