The damage is..almost a 1shot for me.

The second hit is 480,000 damage before any cds. We're having a great amount of trouble with it - I've been saving my Guard for the second Unrelenting thing each time, but even with shuffle, and Guard I'm still taking ~60% of my HP from 1 hit. Our 2 healers are just having a lot of trouble keeping up if the raid is taking any extra damage...

Is there a way to reduce the damage, and if not how are other Monk tanks handling it?

No need to get a second stack before taunting. Tanks can taunt off each other at 10 secs before the debuff wears off. You can also stagger the damage.

To my knowledge the Strike has a 20-30 second cooldown and leaves a 45 second debuff. You should be able to Guard both strikes, and as long as the 2nd strike isn't killing you (with using your major cooldowns, Fortifying Brew etc) the other tank should be immediately taunting and there shouldn't be any risk of you dying so you can get healed up at a normal pace.

What he said. Along with using your Fortifying Brew if Dampen Harm is on CD. If you are going to be taking two, have a CD up.

Yeah I had no issues with this even without using fortifying brew/dampen harm.

Basically just make sure the other tank taunts off you instantly after the overwhelming assault, then the healers can take their sweet time with topping you off (since you won't be taking any more damage).

Otherwise, keep Shuffle up, then purify immediately after it hits. Have Guard up if poss, and use fortifying brew/dampen harm if required.

Usually 2-3 times it lines up were one of our tanks have to take a second strike because the other tank still has 3~7 seconds left on it. It doesn't happen every time, but it does happen.

Are you 3 tanking it? Because we're getting a total of 3 stacks in 45 seconds unless one of his abilities delays the third(which did happen occasionally).

I was using it as an example because someone else said it was 30 secs. I wasn't being definitive as the end all. I don't ever remember seeing myself or the other tank get 2 stacks in our Heroic kill. Hm I think you're right you only need to take one stack each if this is how it actually works.

etc. I'm not sure why tanks usually take two debuffs.

Because the debuff doesn't always fall off the other tank before he strikes again. Typically tanks will have to take a second strike occasionally so that the debuff on the other tank can fall off. It isn't so perfect as you think. In 10man normal I'm finding him strike anywhere between 20-30 seconds depending on when he does unseen strike.

@OP Make sure you're keeping shuffle up and don't be afraid to ask for defensive CDs from others, I'm assuming you have at least 1 druid, warrior, or paladin in your raid.

The debuff lasts for 45 seconds. He does the second strike when you're at approximately 25 seconds left of your debuff. He may use another ability, so the strike can be delayed a couple of seconds, and if you're "kiting" him then it's obviously delayed as he's not in range.

The first strike should be easily covered with just having shuffle up, the second strike should be absorbed with dampen harm. If your dampen harm isn't back up the next time, that you're going to take the second strike just call for a healer CD.

Ah I apologize, looking at DBM's lua file it says this:

local timerOverwhelmingAssaultCD - He will use every 20.5 seconds unless he's casting something else, then it can be delayed as much as an extra 15-20 seconds.

From what I can tell from that HEROIC log, his usage alternates between 25 seconds and 35 seconds.

On NORMAL it's a 20 sec CD, where he often uses it on CD but it can be delayed up to 10 seconds~.
