How much is exp reduced for F2P players?

I originally played the game back at launch so I have a preferred account but I noticed that EXP has been reduced for those without a sub. Does anyone know by how much?

By 25% starting at level 10. This much the game told me. Someone in-game also mentioned that it was 10% up till level 10 but that I cannot confirm.

FYI you can buy xp boosts on the exchange and a good many of them are relatively cheap. Think they grant a 25% boost.
