You should have mentioned what kind of PC you're trying to build... Is it for gaming or office/home use? But here's my suggestion based on your budget..

    CPU: Intel Core i5 3470 $189
    Mobo: Asrock B75 Pro3-M $70
    RAM: G.Skill Ares 8GB (2x4GB) DDR3-1600 $45
    SSD: Intel 330 Series 120GB $99
    HDD: Seagate Barracuda 2TB (ST2000DM001) $99
GPU: Powercolor 2GB AMD Radeon HD7870 PCS+ GHz Edition $239
    Case: Sharkoon T9/T28 $69
    PSU: Antec VP550P $65
    ODD: DVD burner $19

The prices may vary for each component but it will play between $900 and $1200.

You need to give us a website to work off of. Prices don't scale linearly between countries.

i5-3570 will be better and not much more expensive. The i5-3570K is the best choice for World of Wowcraft.

H77 or Z77. B75 is almost never a good choice.

Is Powercolor even a good brand?

Seeing as how this forum routinely recommends i5-3570K for WoW and the minimum requirements to achieve full Ultra (minus Shadows) at 1920x1080 is a 3570K + 660/7870 (which would put you at the $800 mark), I doubt you're correct.

I'm planning on playing WoW 30-60fps on ultra settings
