Part of me thinks these things were included partly because the devs just get infuriated every time "Pandas" or "childish" pops up in a thread anywhere. They're really stretching that "T for Teen" rating.

But it makes no sense. Why does he have these prisoners? Where did he get them from and when? The only possibly explanation is capturing the ship of civilians that fled Theramore but why hasn't there been a mention of it being captured before? Some night elves captured from Ashenvale would make more sense.

Someone on Scrolls of Lore explained it best.

Tides of War states that the refugees fled to Gadgetzan. The horde opening to pandaria states that the horde has had success in naval battles off the coast of Tanaris. Considering that there are no real other alliance targets around in Tanaris, it's likely that they were captured then.

Seems like it. Most Orc NPCs from Orgrimmar are serving the Kor'kron and are killed during the raid.
