He probably meant that the Old Gods force on Azeroth is basically consist of one living Old God (N'Zoth) now. The others known OGs (C'Thun, Yogg, Y'Shaarj) are dead. I wouldn't completely agree that it's a given that only N'Zoth among the Old Gods would be an actor in BfA (or next expansion) at this point, though. With the wound of Azeroth being such an impressive fount of power (it should be more or less similar to the original Well of Eternity), we don't know how it'd play out in regards to the currently dead ones (C'Thun / Yogg). Seeing that C'Thun was already on the verge of being resurrected just by Med'an's power, the wound should be more than enough if Blizzard want to bring them back.
