So the embassies are on the PTR, and Wrathion is no longer in the Alliance building. However, I also think one person who should be there is missing... Where is Malfurion? As Teldrassil has burned down, his absence seems rather grim.

Malfurion never showed up in war related events, it was only Tyrande which makes sense because she is the leader of the night elven war force.
Malfurion could be in valsharah for example healing shal drassil, or helping the survivors or something like that.
I wonder however where Veressa is.
I still have a sneaking suspicion that Vereesa may be behind the burning of Teldrassil--she might also be the one whose heart is a crater Il'gynoth mentioned. After all, the crater in Theramore's ruins is centered on where Rhonin, her husband (her metaphorical heart) drew the mana-bomb to himself, and whatever's left of him is in the glowing pile of dirt at the bottom of said crater. Ever since then, she and Jaina have fed off one another, keeping each other from healing properly, and Vereesa's the one who interprets Jaina's orders to arrest the Sunreavers as the perfect excuse to go on a bloodthirsty rampage at the first sign of resistance (and apparently asking "Why am I being arrested?" counts as resisting arrest). Sure, at the end of War Crimes she seems to have finally put herself on the path to healing...
... But as we've seen with Jaina even in Warlords of Draenor, and what little we saw of her in Legion, Blizzard seems happy to pretend the last chapter of War Crimes only happened in broad strokes involving Kairoz and Garrosh making good their escape.

the last thing to happen in legion was illidan telling malfurion to heal the world. i dont think he can immediately get killed after that. but i could be wrong everything in bfa looks pretty stupid so far
he could just be standing around in silithus or something where he will be awkwardly ignored for the entire expansion so they dont have to have the cenarion circle choose sides between their night elf friends or the army of orcs who want to cut down every tree

It could be, but it's an awfully specific way to talk about a broken heart, given how prevalent the bombing of Theramore (no pun intended, with your username) has been in Alliance lore lately. Given that we know we'll be working to help Jaina heal in BFA from Blizzcon interviews, that leaves Vereesa up in the air.

Wrathion is in Northrend visiting the shrine. No time to waste in the embassy. Although I would believe that they don't really know what to do with him...

There's also the fact that the dying elf is posed in a very tragic way. If it was just some random night elven mook there's no way she would've been the focus the picture gave her.
Besides the fact that those "facts" are all totally false.
-Night elf ears are almost horizontal and are almost twice as long as the head is. High elf ears point up at a 45 degree angle and are as long as the head is.
-The scene is lit with purple light, high elf skin would look just as purple as night elven skin.
-Night elven archers are never shown wearing hoods, whereas for High Elves, it's practically their trademark. There's also the little detail that the hood and cloak are blue.
