Is Zone scaling applied to players in 7.3.5?

I had the impression max level on questers was a thing of the past in these old zones. is this not the case? Can max level players still enter these zones and gank or do they become the max level of that zone?

Zones scale to you (up to certain levels), you do not scale down to zones.

You don't scale up, the zone scales to you. Though, World PvP is soon going to be limited. Though, would've loved if it was the levelers being buffed, haha.
