    It's also because the House WON'T pass it.

    Even if they're able to make a deal in the Senate, it's still Republican Majority in the House. So it's the Republicans Fault.

    What’s stopping republicans from voting for it? They don’t need democrats to get a majority... if Democrats filibuster, it would be their fault. But, the fact is, GOP cannot get the 51% votes to force democrats to filibuster. Until democrats filibuster, you need to figure out why GOP cannot get their own party to vote for it.

    Well in this case if Republicans decided on a clean bill Democrats could vote for it. But what's happening is that republicans are pushing for stupidity and then asking Democrats for help to avoid the disaster.

    The only reason why Democrats can demand anything is because the GOP can only scream and not actually govern.

    Last I saw was Daca being stalled because Trump demands it be coupled with the wall which democrats are never going to vote for.

    Republicans are just trying to get votes with chip (health care for children) and democrats aren't going for it since the offer is too small (only 6 years) and both should be happening.
