Both the Pandaren and Vulpera were slaves to a race. I see that Ji could relate more with the Vulpera, and teach how the Vulperas how to fight their slavemasters as they did.

yet there is no base, the dialogue pretty much say the soldiers of the horde are orcs/trolls and i can even say its a shaman.

you can expect more orc/troll presence from the horde in zandalar than pandarens

Because nobody likes them and they are boring as fuck. Which, coincidentally, also perfectly describes the mindset of the story writers at Blizzard whenever they are forced to shit something out for the Alliance.

From the Broadcasts we have so far BFA will be the most blatantly one-sided storytelling in WoW history. MoP took it far, but BFA seems determined to go far, far beyond.

I'm not against Jinyu, but they aren't designed to be playable.

They may be working on them (or any other old humanoid race for that matter) and planning to add a player-ready version in 8.1, but right now we can only speculate with what is in the client, and not what isn't there.

Vulpera and Kul Tirans are the only new models added in BfA that are both able to wear armor like playable characters and have a male and female models. And Vulpera already have variables related to the creation screen. That's as much as we know.
