    Same level as everywhere else.

60 I think or whenever you get flying in Outland you get it for all zones that allow flying. Though pathfinder will prevent you from flying in Draenor or the Broken Isles if you haven't unlocked that on your account yet.

There are no more expansion-specific flight requirements. Only level and gold requirements to train the appropriate riding skill.

    1-19: Heirloom Chauffeur
    20: Basic Ground Riding
    40: Faster Ground Mounts
    60: Basic Flying
    70: Faster Flying
    80: OMG Fast Flying
90: Draenor Pathfinder required to fly in WoD Content.
100: Legion Pathfinder required to fly in Legion Content.

This is combined with the wonderful option that scaling allows. Meaning that you can go to TBC or WotLK regardless of which riding skill you currently have, and fly the moment you set foot in it(figuratively speaking, of course). Same for Cata/MoP.

The only thing that really bothers me is continuing to require the Pathfinder achievement in expansions where are no longer current. IMHO WoD should not require players to grind out Pathfinder when WoD is older content. The same goes for Legion once BfA launches. Or at the very least they should include a better catchup mechanic than "go back to overpower the content with level-capped gear".

It's mostly a minor point, but one that's still a little irritating.
