Actually that would be Venezuela, Saudi Arabia or Canada. Russia and the USA barely scrape into the top 10. The USA alone only has 1/5 the oil of Canada and about 1/9 that Venezuela and Saudi has.

I would say Sydney. Separate from most the major current powers so that becomes decentralized. Lots of space, resources, and not prone to lots of bad weather / natural disasters.
