Cops aim for the legs if they have ample time to make a carefully aimed shot. If the suspects are immediately threatening someone, it's the torso.

It's literally said on our national law enforcement's website. Firearms are a last resort but it's not uncommon for them to fire a warning shot.

158 shots fired, of which 70 were warning shots, in 2014. Less than 61 times where they had to fire directly at a person.
