You should look for Japanese anime. The America/Europe quality is way way behind. Authors from the west are poisoned with the hollywood/gay/lgbt thoughts and so all their series are predictable and always involve boring love stories, a happy ending and a good guy fighting a bad guy (there is no in between). Guys, I hate to play the Devil's advocate here, but there are animation studios not based in Japan.
I bet if you dig a bit deep, you can find lots of decent quality animated shorts/series from other countries that never really reached a wide audience in North America. Countries as big as China and India probably produce quite a few, though I have no clue how the quality would be.

It's hard to think of many European animated shows that aren't just kids TV things. It's mostly movies that spring to mind like Watership Down, Belleville Rendez-vous, or Animal Farm. The animated series doesn't really have as much of a cultural precedent here as it does in the US and Asia.
