No drain soul as baseline in BFA

It doesn't interact with dots in any way.

Wouldn't call having a drain soul that is significantly weaker than shadow bolt, in luck.

Except Drain Soul is crap damage compared to Shadowbolt, even in fights that are long enough for the execute to be a significant factor. It's only use is really to snip shards from trash in dungeons.

It has all the hallmarks of something thrown out to show the devs are "listening" but with enough drawbacks to ensure you are forced down the way they want you to play anyway.

And ShadowBolt itself has all the hallmarks of simply being a way to force all ranged into being turrets. Except hunters, of course, who have been the "do everything whilst moving" lovechild.
