I got a bunch of it just from herbing on the side while leveling from 110 to 120.

Unusual and a bit annoying for flasks to need them - on the other hand, Alchemists basically had no use for Bloods in early Legion, so the stuff just piled up for me until they added the vendor and the new potion in later patches.

Client builds like this are not really a good source of datamining. They probably just fixed a few high-priority bugs that impacted testing.
