I'm guessing that Artifact Instability only affects people at level 110, right? Otherwise how else would you be able to do the 'level up your artifact throughout Legion zones' questing stuff.

It's probably a level 110 quest. Instability only kicks in after doing the quest, and it raises your artifact level to 126 on all artifacts for that character.

Meh, they've already shown with some skins in BFA that they can continue making incredible art for weapons. If Artifact skins were the pinnacle of their creativity and newer weapons were lacking artistically going forward then there'd be something to be upset over, as it is now. Whateves got the ones I wanted, don't care for them all.

What's really fucking wierd here, is that the rogue on the Horde ship... Is Valeera! What. Da. Fuq.

It's not about factions though, darion is there too it's more like blizzard randomly chose different classes to show up on each airship.

But realistically they cannot be stand-ins because then the story in Legion makes no sense. If Darion was the Deathlord, who raised him?

That is exactly why they are stand-ins, rather than canon. They are just there as notable class hall members who are using the weapons to draw the corruption, not as canon wielders of the weapons. If you want a specific lore explanation, the simplest one is basically that the unamed class hall leader lent them the weapon specifically to go help magni.

They are there because it would be silly to have a bunch of <random name fake player> nobodies on the ship holding the other weapons, but someone has to be there or it seems like a single individual artifact is enough to stop the sword.

Varies from class to class, but it'll be a 25k primary stat increase on proc, the equivalent of 20 flasks.
