Definitely something Warcraft related, likely Iron Horde, maybe goblin? My money's on Blackhand.

In a perfect world, it would be the greatest boss ever implemented in any game, Siegecrafter Blackfuse.

I'd say its Siegecrafter Blackfuse. The image reminds of his section in SoO, saws could be considered iconic when it comes to his encounter, and apparently his goblin model is missing an eye.

Maybe it's a "Horde" answer for Yrel for this whole Horde vs Alliance stuff.

It looks like Blackfuse to me. Although, i have to admit, it is not a very iconic character. Goblin Shredder pilot would be cool, and does fit for the buzzsaw.
Blackhand AU is way more iconic, but why the saw blade.
