It may be doubtful its the same Broly. This may be a new Broly that Toriyama wanted to work on himself. Thus he can keep the badassery of the original broly, and now redo the backstory to be less shit

He had more dialogue in the first movie, they just got lazy in Second Coming. People love his design, tragic story and the potential a character of his kind possesses. They just fucked up the development because obviously, TOEI won't develop a non-canon character that much, but they can finally do him justice this time with Toriyama overseeing this.
