Transvestites don't use hormones, she is a transgender woman. Not he/she, just she. And of course she should be punished, her transgenderism has nothing to do with that.

I can't see that anyone blames the hormones, it says "affected by drugs and depression" and thus a possible defense of mental illness. Every lawyer tries this in every case, just to get a reduced sentence. Her being a transwoman is not important here.
