Numbers aren't done so we can't say for sure. Going off how well they balanced in Legion, you're safe to play what ever spec you want.

Interesting, I thought that was intentional because of it being a range attack.

So it was said that Slice and dice was equal now. But slice and dice just got nerfed from 60% to 50%. Does this make RTB better then ?

SnD was lagging behind alacrity all throughout the beta. This nerf is just the final nail in the coffin for snd.

pretty sure you're complaining about rtb based on outdated information concerning rerolling. Outdated for a while.

    You don't reroll anymore iirc.

This is correct, but it also might depend on what cds you have up. Like if AR just got off the CD, having either broadsides or jolly roger might not be all too bad as a single buff with AR up.

This doesn't mean you're rerolling constantly. or even often. it's not like the first 2/3's of legion where you rerolled till you got TB. (TB sucks now btw)

also RTB is pretty consistent on beta atm.
Whole point of the spec? yet they purposefully have given a option to say "hey fuck this CORE ability". What other class has a talent that totally change their core mechanic/theme?

I actually enjoyed outlaw recently and kinda disappointed rtb will be better than snd, snd while just being a boring flat buff it was a reliable 0 rng, does what it says so you keep it up thing in the rotation, rtb is literal rng which i cannot stand, the ocasional rng proc ability is fine but having an ability be completely rng buffs is the stuff of nightmares for me. Would much rather rtb was the talent option and snd was baseline.

Hey if you don't want a talent that does that most spriests will snap that right up from you!

So if you get the single buff of TB you should......Reroll??? getting an idea yet why people dont like RtB?

That's a personal decision dependent on where you are in the rotation. The answer isn't a simple yes

I prefer to nail my rotation down through muscle memory and focus on the fight. Its just not fun to be sorting out your buffs while the fight is starting.

If people think watching their RtB buffs and deciding to reroll or not is engaging play then....power to them I guess.

i would rather have more engaging thought process behind the class than that but also being designed well so the gameplay is smooth.

Its a lot to ask for but its why ive also given blizzard a lot of my time and money over the years because they earnt it.

At this rate they might as well get rid of SnD, it grants less than GM and i'm not sure if it even has the regen. Why keep it in the game?

I have to question wtf the class design team be thinking.
