I'd say...
40% - Horde/Sylvanas, whether intentionally or unintentionally.
40% - Azshara/naga, which imo is the only semi-acceptable replacement for the Horde.
15% - Delaryn/Alliance burning it just so Sylvanas can't occupy it, because Blizzard hates the night elves that much.
5% - We don't find out because letting players endlessly speculate is a good way to stoke the stupid faction war even if it's terrible for the story.

Anyone on the Alliance burning it down just puts the final nail in the faction war coffin for me. It would prove, yet again, that things have to be absolutely equal with both factions ultimately destroying their own city.

I am going to go with Azshara and her Old God overlords, with how the Warbringer videos are being set out is why I am thinking this way.. When you have Jaina bringing the war to the Horde, Sylvannas bringing the war to the Alliance.. I believe it will be Azshara that is bringing the war to both sides, and to do that she will send her agents to burn the tree to spark Alliance vengeance against Horde..

my bets are of course cultists, i don't know if delaryn is part of them already but if is not she then it would be azshara. she hates the nelfs for starting a rebelion.

if it is genn or jaina (what i found pretty stupid but yet not impossible) then is going to be left as a mystery, these 2 play a major role in lordaeron and kultiras, if players know what he/she have done then no one would go to kul tiras to help them.

and also that includes the civilians killed in astranar, sylvanas intended to have hostages, not an army of skeletons. to me sounds like the work of custilst.

We already know that Sylvans has blow up Undercity on the Loarderon event, to not let the Alliance get it.

I will not be surprise if it's the same for Teldrassil, someone of the Alliance burns it to deny Horde a victory before retreating :O ! That will be a mirror plot.

But my bet is on something else than Horde or Alliance, because i love plot twist and surprises But i really doubt it ^^ !

I see your point. I was just saying that they're being a little ambiguous with the Queen song titles as to who they are alluding to. Royalty or not, they both have this title, and Sylvanas is quite active in Darkshore at the moment. I agree--it will be interesting to see if they answer this speculation tomorrow!

Yeah, it's kinda cool they have kept that part from us. I am in EU so I can't do the quests before wednesday, but surely I can't wait so I'll go for the spoilers on the forums tomorrow!

I don't think so. In the unlikely event of yes, I think it will be an accident. I've played the horde side of her story on live, and she explicitly states no intention of burning the tree, only seizing it under military control to prevent the alliance using Rut'theran's docks to ship azerite around.

Someone pointed out one of the night elves says some weirdly suspicious things in her dialogue, and I'm currently on board their crazy theory that she's a Twilight Cultist in disguise.

Does it matter? It happened because Sylvanas wanted to take over Teldrassil and kill Malfurion to try and cow the Night Elves into being good, subservient little prisoners. She's the one that ordered the attack and attempt to occupy, and the Horde have been killing civilians and destroying homes.
