    Exactly, this is the main confusing point for those that use a 24 hour clock. A digital clock using that format will count the hours of the day and at 23:59 will got to 00:00 of the next day.
    Most Europeans perfectly understand that AM is night/morning and PM is noon/evening. But the tricky part is how the times are displayed at noon and midnight. For Example midnight:

    24hr clock: 23:59:59 -> 00:00:00 -> 00:00:01 etc.
    12hr clock: 11:59:59 PM -> 12:00:00 AM -> 12:00:01 AM ->> 12:59:59 AM -> 01:00:00 AM

    This is why many Europeans are confused whether its released midday or midnight. Personally I this the second example looks weird too, but if you are used to it its totally natural. Btw im not even 100% sure on that one so correct me in neccesary.

    I've encountered both, though the 24h time tends to be used more when punctuality or exact time is important. Other than that, it's mostly personal preference.

    There's a difference in usage, though. 24h times are typically given as hours "Uhr" minutes or hours [beat] minutes(e.g. 20:30 is either "20 Uhr 30" or "20 30"), while 12h time is often given with more broad terms like half, quarter or three-quarter twelve, which half of germany has no f-ing clue when that is.

    Incorrect. It'll be 11pm monday for UK (13.08.2018) and 0:00 tuesday for the rest of europe (14.08.2018). Simultaneous release across all continents.

    Midnight of mon/tues at 0:00 for CET.

    To settle it once and for all, most English-speaking countries use 12 hour time, everyone else uses 24 hour time. Saudi Arabia and Colombia seem to be a rare exception to the rule.

    The issue is, that even their digital clocks use 12 hour time, IN 2018! That's like some saying the Earth is flat, when most of the world knows that it is round.

    Meh, I lived in France for 2 years and nobody would ever use 12-hour notation in any situation. But they weren't oblivious to the existence of 12-hour clocks either.

    We don't even have a concept of am/pm, we would be forced to use the words "morning", "afternoon", "evening" as suffix if we were to say time in 12 hour format.
