And it wasn't a threat, it was a very real part of the new healthcare system that some people got impacted by, most people's income was low enough to just ignore it or be subsidized anyway, and the "fine" or "tax" w/e only lasted a couple years before Trump repealed it ASAP and it was never able to rully ramp up.
