which ones? invading another country to find a new homeland after he prophesied the cataclysm and rastakhan exiled him with his followers.
then after we put a kibosh on that they immediately resurrect one of the few curve-ball bosses that was a legitimate threat to the horde and the alliance due to the titan-keeper powers he stole.
then it seems he went ahead and decided to join the old gods and take his frustrations on the proud naive king.
Spoiler for the Zuldazar quest-chain and zone story:
At the end of the Zuldazar, Zul betrays Rastakhan and rallies the majority of the Zanchuli council to his cause. His end-game, until being stopped by Rastakhan, Talanji, and the Speaker of the Horde is to use the knowledge he gained from Pandaria resurrecting Lei Shen to resurrect the long-dead first king of Zandalar, Dazar, as his puppet. You contend with the undead form of Dazar in the King's Rest dungeon in Zuldazar, putting an end to this plot by Zul. What was funny is that Zul and many of the others lampoon the Horde for being led by an undead being, when they themselves planned on doing the same thing by raising one of their own.

I kind of expected the Zandalari to be arrogant, since we've seen them acting as such even with other trolls since Vanilla. The other times we've seen them before MoP, they were sent to police the Gurubashi and Drakkari. In Cata, Zul's forces were sent to rebuild the Gurubashi and Amani (under the rule of Zul), but that wasn't the mindset of all Zandalari, as we've seen. Then, in MoP we saw how arrogant they really can be - nearly every Zandalari boss or major quest mob outwardly considered us "lesser races" (though, the Mogu and Thunder King openly called the trolls "filth" which makes them even more arrogant than Zandalari or elves). The only time we see Zandalari that aren't arrogant are during the Zul'Gurub quests in Cata (which were sent by Rastakhan) and the shipwrecked Zandalari in Azsuna (which have no real specific lines).
However, we're seeing them through a different lens now, because we're being escorted personally by Talanji when we arrive in Zandalar, and we're given special treatment personally by Rastakhan to be the Speaker of the Horde. Clearly, Talanji is meant to be different than the other trolls - more open-minded, while still being a devout Zandalari priestess. It would be different if we were elves, orcs, or even Darkspear that just landed at Zuldazar and started walking around.

Dazar is the first king of the Zandalarai Empire, and the Trolls were one of the first intelligence humanoid races to grace the face of Azeroth - I would imagine he's older than Lei Shen, though by how much is uncertain. Jakra'zet, while exceedingly arrogant, isn't alone in expressing arrogance - even the rank and file of the Zandalari have snarky things to say about the Horde in general and the Speaker in specific.

Its pretty refreshing to have a race more arrogant than elves. Which is an overused trope in fantasy. Although I think with the Nightborne its really debatable.

They are an insular priest caste that until Cataclysm came along held themselves above the other trolls yet still meddled in their affairs. Although I'd suppose considering themselves the guardians of the Loa and not wanting the resurrection of the Blood God Hakkar makes a lot of sense, but they still recruited Alliance and Horde to get it done.
They may have a strong navy, but their protectionist policies have led to their influence becoming weaker, their numbers smaller and their territory smaller.
They can only speak from a position of power because the Horde needs that navy.
good to see they are correlating things from another expansions, giving a deep meaning to zul travels, so don't look like a plot hole or asspull
