But if it is as you suggest, no one would turn it on... The whole system becomes kind of useless if its really only JUST for people who are lvl 120, they may as well return to Wintergrasp like in WotLK.
People WANT to do world PVP & Blizz made it so EVERYONE could participate. Others just don't want to be leveling or questing & get ganked over & over again by one dickhead running around looking to be a troll with nothing better to do. (That may or may not be you, but people do that.)
The system also encourages people to turn it on as it gives XP bonuses so it has more than one purpose.
I personally like the challenge of knowing I can go & fight ANYONE & it could be a challenge for me. I want to get better at my class & I want to fight more people. Smashing someone who is just lower level than me provides no satisfaction, challenge & its not even fun...
I agree that in an RPG there should be a progression system.
So if you are somebody that play all class to max level and quit the game (a legit way to play this game, I don't know why I think I have to say it), then this is a bad system.
However, if you are ok with how MMORPG like this one on how they manage the long game, the sense of progression is going to be painfully, and stupidly obvious (raid 1 1000, raid 2 1045, raid 3 1090, etc...). You will get THAT absolutely forced progression for the rest of the expansion. While the leveling experience being reduced to a complete stand still becomes less and less and less important as the catch up mechanics gets rolling on.
