Realistically all it needs is to do more than 100% of its damage in healing.

I've been using it out of habit, but it's been so bad, I'm ready to switch.
For it to be any kind of useful you need to do the following things:
1. Generate 5 holy power through any of:
A. Cast Blade of Wrath, Judgement, Crusader Strike x2 (or whatever other HP generators you have). That's a 4 cast ramp-up
B. Wake of Ashes. That's a 45 second cooldown talent.
C. Divine Purpose. That's RNG.
2. Stun the target... that's if it is stunable. Oh yes, that comes with a 60 second cooldown.
3. Hope it crits. More RNG.
4. Avoid using during any kind of absorb or reduced damage condition.
You really need all of these things together to notice any significant damage / healing.
Totally not worth it.
Imo it was fine in early legion. Now it doesn't do worthwhile damage or healing. Being in the healing tier it should be primarily considered a healing ability, and it should be the best for self healing.
I think 5 holy power would be reasonable if the amount of healing justified it. They can tune any ability to be worth 5 holy power.
